DESCRIPTION

THE LIFE+ SATEC PROJECT

The LIFE+ SATEC Project aims to promote the definition of international legal frameworks, as well as new investigation methods, the training of agents and the cooperation of the police and legislative bodies to fight against environmental crimes.

An important contribution of this project to the objective of the Council of the European Union, in relation to the need for Member States to become aware of the fight against environmental crime, is EnviCrimeNet. This Network plays an important role since it is a forum focused on coordinating activities to fight against environmental crimes.

THE LIFE+ SATEC PROJECT

The Project will also involve the participation of third countries inside and outside Europe, around the world, to fight against criminal activities in areas such as illegal waste trafficking, wildlife trafficking, cybercrime investigations, loose of biodiversity related investigations, etc.
LIFE+ SATEC Project is supported by the Spanish Ministry for the Ecological Transition and the Demographic challenge, Europol, CEPOL and operates closely with specialized networks in this field such as ENPE, IMPEL or EUFJE.

    Animal cruelty: the illegal organized animal cruel trade in puppies
    Soil, air and water pollution: from illegal discharge of harmful substances
    Austria is involved in an EU-wide network of investigators who carry out joint operations across the EU via the EMPACT priorities.

    SPECIALISATION
    FUPHEC is spreading its wings in the fight against serious and organised crime through five phenomena:
    Waste trafficking
    Any form of illegal degradation (specified in legal provisions at regional, federal or European level) of the environment through the processing, disposal (dumping, landfill) or non-ecological mixing of waste.
    WILDLIFE
    Fraud involving endangered animal and plant species (internationally). Organised and/or systematic crime using protected animals and plants for financial gain.
    Food Crime
    Deliberate or organised deception or misleading of consumers/operators/public services throughout the food chain in order to obtain financial gain as a private or legal person.
    Pharma Crime
    A term covering a wide range of offences and crimes related to medicines and medical devices and their impact on public health. It includes not only counterfeit medicines (IPR), but also diversion from legal channels or illegal processing and trade in medicines or active pharmaceutical substances.
    ECO-fraud
    A form of fraud in which significant illegal profits are generated through the misuse of legally organised (environmental) levy and/or subsidy systems.

    AGENCY NAME
    Federal Criminal Police Office (BKA) SO 31-3 Environmental-/Consumer Protection Crime Unit

    SPECIALISATION
    The BKA, as the central police agency in Germany, coordinates crime suppression at national and international level. In general, it is responsible for police communications with the law enforcement and judicial authorities as well as with other public authorities in other countries. The BKA, as the National Central Bureau for the International Criminal Police Organization (ICPO), uses the most modern means of communication to exchange messages with its counterparts throughout the world. At European level, EUROPOL is a central partner for cooperation. As the national unit for EUROPOL, the BKA also performs central duties for Germany.
    Within the framework of an interdisciplinary approach to combating environmental crime, the BKA and the Central Customs Investigation Office (ZKA) are jointly supporting European programs to combat environmental crime. Both are member and central point of contact in the EnviCrimeNet network. The main tasks in this context include the coordination of measures vis-à-vis the state police forces or customs services responsible for investigating criminal offenses. The cooperation also extends to the federal and state authorities responsible for environmental protection.
    Next to the international function the BKA provides central office functions for the state polices in the field of combatting environmental crime, among them collection and analysis of case and offender data, coordination of investigations into crimes that are of major, superregional or international importance and offering specialized trainings.

    Zollkriminalamt Central Customs Investigation Office B331 (Prohibitions and restrictions)

    SPECIALISATION
    The Zollkriminalamt is the Central Office for the Customs Investigation Service. Responsible for cross-border crime, if goods are coming over the border, the German Customs Investigation has the same rights and possibilities as the German police. The ZKA is as the central office for the customs investigation is responsible for coordinating the work of the customs investigation offices and as contact-point to the international organisations. In cooperation with the BKA the ZKA is supporting European programs to combat environmenral crime.

    The unit prohibitions and restrictions is also responsible for environmental crime, esp. the fight against the illegal trade of waste and endangered species.

    Environmental Protection and Ecological Transition Carabinieri Command

    SPECIALISATION
    The Carabinieri Corps is the largest Italian Police Force, counting on 105.000 officers. In its dual role as a Police and Armed Force, the Carabinieri Corps is responsible to carry out a wide range of police and military tasks and is ever present in the lives of the citizens, from the largest city in Italy to the faraway village. The Forest, Environment and Agriculture Units Command fight environmental crimes as a new frontier of transnational organized crime. With nearly 6.000 units of personnel specialized within the environmental field and operating throughout the entire national territory, it represents the Italian environmental police responsible for protecting natural resources, biodiversity and ecosystems. The Command has investigative tasks on environmental crimes, is directly involved in EMPACT and member of EnviCrimeNet. It holds specific investigative experience in combating the Illicit Waste Trafficking, particularly the Organized Crime Groups operating in this peculiar field.

    Presidium of the Police Force, Criminal Police Bureau, Department for Detection of Hazardous Substances and Environmental Crime

    SPECIALISATION
    The Police Force is an armed security corps, which is a part of the Ministry of Interior of the Slovak Republic. The Police Force performs tasks in matters of internal order, security, fighting against crime including all of its organized forms and international forms, and tasks according to the international obligations of the Slovak Republic. In the field of environmental crime, there is the Department for Detection of Hazardous Substances and Environmental Crime (DDHSEC), which detects and investigates especially the most serious forms of environmental crime. DDHSEC is also responsbile for an education and trainings of police officers, interministerial and international cooperations.

    SPECIALISATION
    SEPRONA deals comprehensively with the defense of the environment and has specific competence in the prevention, inspection and fight against environmental crimes from the perspective of criminal investigation, throughout the whole national territory (including antional waters). To fulfill these tasks SEPRONA enforce the provisions related to the conservation of nature and the environment, protected areas, water resources, hunting and fishing, animal abuse, waste management and illicit traffick, pollution related crimes, archaeological and paleontological sites and land use planning, etc.
    More specifically, SEPRONA has powers for the application of national and regional regulations at an administrative level, as well as for the investigation of police reports relating to offences classified as crimes in the Penal Code. Another of its powers is to carry out on-site investigations and inspections. SEPRONA HQ host the National Central Bureau (NCB)of illicit activities related to the environment that gather the capacities of all relevant actors in this field at national level.
    Regarding international comeptences, the NCB describe is the PoC for international coordinations regarding intelligence exchange and facilitator of operational coordination when the investigations requires from international support.

    The Human Environment and Transport Inspectorate

    SPECIALISATION
    The Human Environment and Transport Inspectorate (Inspectie Leefomgeving en Transport, ILT) is the supervisory authority for the tasks of the Ministry of Infrastructure and Water Management. More than 1.100 employees work daily on security, certainty and trust in transport, infrastructure, environment and housing. The ILT has its own criminal investigative service. This investigative service is called 'intelligence and investigative service' (Inlichtingen- en Opsporingsdienst, ILT/IOD). The ILT/IOD consists of approximately 76 FTEs. The ILT/IOD focuses on persons and companies which systematically and seriously violate regulations in the area of the environment. Furthermore, the ILT/IOD focuses on organized crime of a subversive nature and often concerning international (financial) structures and trade flows.
    Special attention is given to intermediaries, facilitators and certifying institutions. The ILT/IOD employs investigators, analysts, technical and legal experts, forensic accountants, computer forensic examiners, strategic advisers and experts in the area of obtaining and processing data and information. Priorities in criminal investigations cover waste, soil and hazardous substances. The ILT/IOD's tasks also relate to transport and housing associations.
    Since crime does not care much about regional or national borders, an increasing proportion of criminal investigations has an international character. The international playing field of the ILT/IOD is comparable to the ILT tasks and very diverse in terms of subjects and it takes place at national, European and global level. One of its aims is to enhance cooperation and share information with other enforcement agencies on these three levels in order to tackle environmental crime. In addition to the illegal trade in waste materials and refrigerants and the dubious handling of hazardous substances, the fireworks problem is also an internationally important topic.

Across Europe

OUR GOALS

The LIFE+ SATEC Project is aimed at reinforcing actions in the fight against environmental crime, at strategically level, in its component of improving criminal investigation capabilities from a comprehensive perspective. The objective is focused on integrating the common capacities existing in Europe, to detect and to mitigate existing weaknesses and offer a common framework for action, achieving a synergistic effect for a better use of available resources and a more efficient fight against this criminal typology.

Regulatory reports

Providing reports on topics of interest for the EU Institutions regarding regulatory initiatives.

Legal entity

To provide legal entity to EnviCrimeNet as non-profit association according to the Belgium law.

Harmonisation

A report containing basic principles for a regulatory harmonisation in the framework of the criminal law with regards environmental offences.

Procedure manuals

Manual containing common - procedure to conduct criminal investigation in several areas in the field of environmental crime.

Training

Based on the manuals described below, carry out training activities for each of them with the support of CEPOL.

Digital update

Put into operation and update the website and social network of the LIFE+ SATEC Project.
